What licensing actually means here

Indonesian charter operations are regulated by the Directorate General of Sea Transportation — Ditjen Hubla. Every vessel carrying passengers must hold a valid operational licence and pass an annual safety inspection, and seaworthiness is established by a survey from a certified marine surveyor.
